Green "locked" means the Frame Sync pattern has been found. The red "search" in combination means the wrong number of bits between frame syncs.
Do you have the right number of Words/minor? Remember, the frame sync is one word no matter how many bits it is. Do you have non-common words? Do you have the right common word length? Do you have interframe fill bits? These are all possible sources for the problem.
